Websites of brothels are not blocked

Hello

I live in a country where prostitution is legal and noticed that a lot of these websites are not blocked. Instead they are listed in the jobs and career categroy. I think this is because on those sites the owners are looking for new prostitutes.
Most of these site show topless pictures of their girls so they should definetly fall under the nudity category.
