Using host file to override Family Filter

I have manually edited my etc/hosts file to override the Adult Family filter so that You Tube will display in strict mode instead of moderate mode. While that works from the administrative account from which I edit the hosts file, it doesn’t seem to work from the non-administrative accounts. Does anyone else have this experience?

I used to do the same and it worked fine for me. Some antivirus software or maybe a Windows defender setting could be thwarting you.
