Can ping main free family DNS, but not secondary IPv4?

On ATT fiber residential in Chesterfield (St Louis) MO, I can ping the main family filter DNS server IPv4 but I am not able to ping or use the secondary server IPv4. Is this an ATT routing issue or a cleanbrowsing.org problem?

My apologies! I was debugging a long working configuration that stopped working unexpectedly this morning and evidently just had a bad day translating the numbers to the command line from my stubby configuration file after performing many other tests to isolate the issue.
